PHPStorm 2023.1 Ubuntu display issues

I've had to roll back to 2022.3.3 after trying 2023.1; it's difficult to describe, but it's almost as if PHPstorm is trying to fullscreen itself? You can't see the main menu unless you hover at the top, at which point the menu sort of slides down from the top of the screen. If you turn the fullscreen off, PHPstorm switches which monitor it's on very rapidly and is unusable.

This is on a Ubuntu system (20.04.6 LTS, Gnome 3.38.8) with the latest NVidia drivers (Quadro P520, driver version 515).
