Optimize-imports and -re-arrange code stopped working

I have IntellijIDEA 2023.1 Build #IC-231.8109.175.
When I press Ctrl+Alt+O it does not optimize the imports, but still notifies that "Imports optimized".
The same way - also the code-reformat is not invoked by Ctrl-Alt-R or Ctrl-Alt-L any more.
They all used to work in the past.
What is wrong and how can I fix it?

Please share idea.log ("Help | Show Log in...") after restarting IDE and reproducing the issue to check recorded events.
After several re-starts - it now works...thanks.
