Version 2023.1: Menu bar missing in Ubuntu Budgie 22.04

I upgraded Intellij CE (and Pycharm) from 2022.3 to 2023.1 and I noticed that the menu bar is missing.
Obviously there have been significant UI changes. It seems like the menu bar sometimes appear at the top when I move the mouse to the top of the window - but not always. I had to downgrade my installations to the old version.
Is this only an issue with some Linux distros? I am running Ubuntu Budgie 22.04.

Hi,
The issue was not reproduced on out-of-box Budgie + Idea for me.
This is how it looks after upgrading IntellJ CE 2022.3.3 to 2023.1.
I can see a few pixels of the menu bar.
The menu bar is only shown fully if I hover the mouse at the top of the window.
Ubuntu Budgie 22.04 on Intel i5-12400 with integrated graphics only.
The issue is probably connected to https://youtrack.jetbrains.com/issue/JBR-5506. Please upvote to follow the updates
