Why Pycharm and Dataspell can't be used at same time, Dropping Interpreter settings?

The problem is stated in the title as it is. I am not sure where it went wrong. I even setup two interpreters for each of them, but still. When dataspell is open, Pycharm will drop interpreter, can't perform at all. Pycharm's interpreter setting will drop/reset to empty ever 1~3 minutes as MyMileStoneCard we speak. What did it tweak on my PC, I am really lost. Does anyone experience/suffer this issue?
