CLion add custom scope

Hello all

According to the documentation it should be possible to define custom scopes in CLion by going to settings -> appearance & behavior -> scopes. I can find that settings entry, however when clicking the green + icon a pop up menu appears telling me "Nothing here".

Do I need a plugin in order to do so?
