Does not work ctrl + alt + r for django

After reinstall Pycharm on windows 8 does not start command line ctrl + alt + r for django. I could fast inscribe command ''runserver , startapp'. And when I inscribe it was with completion of commands, with the offer of options, what a command we can inscribe.
In terminal inscribe python manage.py <command> uncomfortably...

Finally i did it! If someon too have this problem:
In Pycharm --- Keymap --- need search 'manage.py' and change hotkeys.
