JIRA and TestRail table format extractor

I frequently do a lot of testing and reporting using the Database tool in Intellij. One of the things that would be really nice is to write my own table data extractor that could format tables in both JIRA's format and TestRail's format. Is this something i could put a feature request in for. Is there any documentation for writing a plugin that would take care of this?
