Dart web app debugging using IDEA Community Edition
Is it possible to debug a web app built using Angular Dart using IDEA Community Edition? There seems to be no option to create a JavaScript run configuration.

No, this feature is not available in Community edition. So using Chrome Dev Tools is your only option
