Default settings for version control and JIRA

I create a lot of new IDEA projects, but every time I have to set up a bunch of stuff in the same way.

Is there any way to set default values for "Ignored files" across projects?

In the same way, is it possible to configure a common JIRA server (under Tools/Tasks) that works across projects?
