How to highlight component and block user input in the same way like Settings->Plugins

When we open Intellij settings for the first time, we click on Plugins (or System settings->http proxy) there is a yellow and ellipse-shaped highlighter that focus on important texts. User cannot do anything until he/she clicked anywhere on the screen.
Howe can we achieve the same effect in our own plugins?

As I can see, the only highlighter in "Settings" dialog is search-related one and it doesn't block input at all.
It finds text you're looking for in settings editors and help your eyes.
Actually it's kind of painter, com.intellij.openapi.options.newEditor.SpotlightPainter if you're interested.
But I'm afraid it was not designed for plugin writers.
