WebStorm leaves unclosable, empty windows behind when closing a Project

If I have several Projects open, and I close one, instead of closing the Project, WebStorm seems to leave a completely blank window open, which I am unable to close (normal window red (X) button does not do anything). Close another Project, another empty window remains. The only way to close these "phantom windows" is to shut down WebStorm completely and reopen. This is on Mac.

https://youtrack.jetbrains.com/issue/IDEA-171010 is fixed in 2017.2

On the Mac at least, this is still present in Webstorm 2019.3.1

Also annoying is undocking and Webstorm having very high CPU usage from there on for some reason.  (Separate issue)

I'll check that ticket out when I can get to a computer; for some reason that youtrack page totally locks chrome on Android a few seconds into the load. Pixel 3a.
