Live template doesn't work in c++ file template

I tried putting live template inside a file template, like #[[$END$]]#. This works for HTML file, but for C++ source file (.cc) and header file (.h), $END$ appears in the file as plain text instead of bringing the cursor to the position. I have checked Enable live template.
