Probably bug in Rearrange Code

And when I trying to rearrange code (Code > Rearrange Code), IDE is not rearranging some methods...
How it looks after rearrange:
In that class there is no "@formatter:off" option, and I have turned off this option at all.

It's hard to say anything without code example.
Please check existing bugs at https://youtrack.jetbrains.com/issues?q=project:wi%20rearrange%20state:Open,Submitted,Reopened,{In%20Progress},{To%20be%20discussed},Backlog - are there any matches?
If not then it is advised to contact support team via "Submit a Request" button on top of this page and provide them with a file to reproduce the issue.
