Make middle mouse click + drag do scroll instead of block selection.

In Pycharm curently, when I hold middle mouse button and move the mouse it does not scroll but instead it starts selection a block of text, is there an option to enable scroll with middle mouse button and drag?

Hi, Jordan! Unfortunately, it is not possible at the moment, please, vote for the existing feature request https://youtrack.jetbrains.com/issue/IDEA-89036 to increase its priority and be notified about updates.
There is also a Fast-Scrolling plugin that allows you to scroll quickly with Ctrl pressed. It may be an option instead of auto-scrolling with the middle mouse button click.
