You can change the appearance to Darcula, and then apply your custom color schemes back - it should remain black. Unfortunately, there's no way to set it to a custom color.
I changed the theme to Darcula ; it indeed changed the color of that line to black, but once I re-applied my custom color scheme back, it got back to bright white :/
