With PyCharm EDU teachers can create courses (if I get it right...) and students can follow those courses, inside PyCharm directly:

Is possible to do something similar for PhpStorm? I want to create a course to help people to learn PHP and also some php frameworks.

This functionality is only available for our IDEs that have community versions (basically, IDEA and PyCharm only).
As the plugin description says, "Building and taking courses is currently supported for the following languages: Python, Kotlin, Java."

So, no, sorry, PhpStorm doesn't have anything like that.
