VCS (SVN) Two active changelists, unable to delete 2nd.

Version: 2017.2.5

Today I've had to manually manage my changelists in IntelliJ.  For some reason there were two active changelists.  

When I attempted to delete one I was prompted twice to set a new active changelist, but nothing happened.  The 2nd active changelist wasn't deleted either.

Upon restarting IntelliJ I was back to one active changelist.  The other one was still there as inactive changelist and I was able to delete it.
