Html INdentation not working ...

hi iam using material theme ui and indentation under body is not working see the picture below ..

the form the h1 should be indented but when i do control alt l it indents the child of form but not the form meaning it indents the child child of body but not the child of body ie h2 form .. please help me

In Settings | Editor | Code Style | HTML, Other, remove 'body' from 'Do not indent children of:' list:
