Inspection pop-ups getting in the way of viewing and clicking

I can't count how many times I've gone to look at or click or type and some inspection pop-up appeared over text where I happened to have stopped my mouse pointer only to get in the way of me continuing to see text or click on it (since the bubble doesn't disappear if the mouse happens to be moving within it).

If I turn off the inspection (like Typo for instance), it no longer even tries to look for typos which means it won't even show the little underlines or coloring or any other out-of-the-way indicator that the validation failed.

How do I just disable the pop-ups? I want the validations and coloring etc but without these obnoxious pop-ups that keep getting in the way.
