PyCharm + Elastic Beanstalk error 403 during deployment

Hi all,
- i've been following tutorial (very simple and straightforward) on AWS + EBS + PyCharm: https://cloudmaven.github.io/cloud101_webframework/01-elasticbeanstalk_part1/
- but when i try to deploy to EBS through PyCharm i get error 403 (unable to access; failed to deploy)
What i've tried (and it did not help):
- change security groups (My IP, All traffic) - no result
- checked keys - no problem there, since i can see in my security activity that the key is being used by EBS
I'm totally lost.

Probably best to go straight to the source and look through the plugin's issue tracker. Doesn't appear as if the author of that plugin hangs out on the PyCharm forum (as really, it's a cross-IDE plugin.)
