Docker compose always builds the containers.

Hi ; 

 I am using Rubymine for a rails project which is configured with docker-compose and I added the docker instance with docker compose as my local instance. Howevent when I click run I see that the containers are built instead of docker-compose up command? How can I set the Ruby Mine to run docker-compose up every time I opened the project? 

 Operating System: Ubuntu 16.04
