phpStorm BUG on Windows newest version!

Hi,

I' am running the newest version of phpStorm 2017.3.2 on Windows 10 Pro all updates.

Every time I setup the PHP Language it does not keep the [ PHP Language level ] defaults back to PHP 5.4

This happens every time I exit and restart phpStorm...
