Editor tab coloring no longer works

I'm using PhpStorm 2023.1.2 and the editor tab coloring based on scope has stopped working (it was working well in previous versions).

As you can see, when the tab is not the active tab, it loses the coloring:

I have it all configured correctly I pressume, because it was working as expected before and it's working for the active tab:

Any ideas?
