Can Intellij scan the full code and bring out all the i18n properties keys and values

You can run the i18n inspections on the entire project (Code > Inspect Code).
For Inspection Scope select Whole project, and click on the Configure.. link next to the Inspection Profile. Then you can create a new Inspection profile which can include only i18n inspections. Click on the cog-wheel icon > Copy to Project.. to create a new inspection profile. Then enable only the i18n inspections in the list.
