commenting out shortcut (cdm + /) does not work

I just got startet using Pycharm and tried to complete the tutorial, but the shortcut does not work (I tried pressing cmd + ⇧ + / and cmd + / etc.)

but every time I did that it either opened "help" via MacOS or it simply did nothing. I am currently using the new MacBook Air M2 with MacOS 13.4.1. Maybe it has to do with the operating system? Can anyone help me because I don't want to comment out every line by line because that would be very time consuming.
