Restart IDE pop-up after upgrade from PyCharm 2023.1.4 to 2023.2.1

Yesterday, I upgraded PyCharm from version 2023.1.4 to 2023.2.1.

Now, whenever I start the IDE, I consistently encounter an error pop-up with the message 'Restart the IDE', even after restarting the laptop:

Does anyone know how I can resolve this issue?

Please note that this is my work computer, and I might not have full administrative rights.

Configuration:

  • Operating System: Windows 10
  • Processor: Intel(R) Core(TM) i7-11800H
  • RAM: 32 GB
  • Graphics Card: GeForce RTX 3080
  • Free Space on OS SSD Drive: 100 GB out of 1 TB, which is also the location of my PyCharm installation.

Hi, please try **File | Invalidate Caches... | Clear file system cache and Local History | Invalidate and Restart**. If the issue still persists, please try removing the system directory (https://www.jetbrains.com/help/pycharm/directories-used-by-the-ide-to-store-settings-caches-plugins-and-logs.html#system-directory) while PyCharm is closed.

Hi, please try **File | Invalidate Caches... | Clear file system cache and Local History | Invalidate and Restart**.

After doing that it seems that the pop-up is no longer displayed.
