Can I stop pre-commit checks globally?

Pre-commit checks drive me nuts. I set up the check I want to break the build.

So how do I disable them globally? Yes, I can uncheck the boxes on the commit, but every time I have a new project, I have to disable it again. So how do I just turn them off entirely?
