PHP Plugin not working in 2023.2.4

I just updated to IDEA 2023.2.4 and suddenly the PHP plugin is not working at all. It is showing as ‘enabled’ and now all the formatting options, documentation, links etc. that normally happen with this release are no longer possible. I have an important project to complete and had no idea that updating was going to cause so many problems for me.
I've also tried downgrading, but the downgraded version experiences the same issues.
Does anyone have any solution or experiencing the same issue?
