Plugin settings don't persist when updating to a new version

I just updated from WS 2023.1.4 to 2023.3
My paid plugins (ie Material Theme UI) weren't installed when I first launched. This is the second incremental update in a row where not all of my settings survived. The last time was a mess, but this is still a drag. This was never an issue till this year.
Anyone else? I'd like to hear others' experiences before I open another support issue.

Please submit a ticket in YouTrack with collected logs (Help | Collect Logs and Diagnostic Data). Also provide in a ticket information about if you use Settings Sync and if you used Toolbox to update IDE.
