Can't use the Flutter plugin with Rider 2023.3?

When I try to install the Jetbrains Flutter plugin for Rider, I'm told

Requires plugin 'org.jetbrains.android' to be installed

Yet this plugin is incompatible with 2023.3.3.

Please advise, how do I develop Flutter applications using Rider 2023.3.3?
