"You have not accepted the Plugin Developer agreement" when trying to publish a plugin could be clearer
Answered
I just got this when trying to publish a new version of my plugin (last one was in march 2023). The error has no link or further description. Searching for the message gave me no response.
I went to the marketplace link of my plugin (https://plugins.jetbrains.com/plugin/13799-gitlab-pipeline-viewer/edit in my case) and then a popup appeared asking me to agree to accept the agreement.
Posting this to hopefully help others that encounter this and hopefully for the developers to make the message more helpful.

Hi Simon,
Was this message returned by Gradle IntelliJ Plugin or in the UI? Could you please clarify?
I got this in console from the gradle plugin when running the publishPlugin task. Sorry, should've been more specific.
It'll be fixed soon. Thank you for reporting.
Thank you!
Karol Lewandowski Hello, is there a specific timeframe for the fix? Our new release is on hold because of this. Thank you.
rosuh Visiting the plugin page in the marketplace with the account it's registered under should result in a popup asking you to accept the agreement. That should fix it.
rosuh , the fix will include just a link to the agreement, which you will have to accept to upload the plugin, as Simon said. The purpose of the fix is to make it clearer what to do with the error, not remove the error.
thank everyone , the problem has been fixed. 😇
