Legacy development server debug problem

Just want to check…

If I have an old development server on…

PHP Version 5.3.10-1ubuntu3.48
and Xdebug v2.1.2

Will PHPStorm 2023.3.2 running on Windows work with that for debugging?

I've tried it, but getting a whole load of crap about xdebug ports being “busy” and I've made sure that the Windows firewall is off. Debug on more up to date hosts seems to be OK, but I would have expected some backward compatibility.
