Thank you for bringing this to my attention. I've tried disabling smooth scrolling as a workaround, but it doesn't seem to resolve the issue. Do you have any other suggestions or solutions that I could try? On the surface pro 9 I can use laptop screen and scroll smoothly but the touchpad doesn't work the same way.
Salil Surendran sorry, let me clarify once again: do I understand correctly that you want to achieve smooth (not line-by-line) scrolling with the touchpad? If so, does it work as expected if you both have Smooth scrolling enabled in IDE Settings | Appearance & Behavior | Appearance, UI Options and Animated scrolling in the “Smooth scroll options” dialog opened via main menu Help | Find action? Please share a screenshot of that dialog.
Do I get it right that it scrolls smoothly in all other applications, but not in our IDE? Please specify your touchpad device properties (see under Device manager | Mice and other pointing devices) along with your laptop model. Thank you!
Ekaterina Valeeva It looks like DISABLING the animated smooth scrolling helps for this issue, at least for me.
The issue happens on Windows ARM64, Lenovo Yoga. The touchpad should be "VEN_QTEC&DEV_0002&Col02"
Shouldn't there be a customization button, next to the smooth scroll enable, that would allow users to customize the smooth scrolling? It looks hidden now, only your comment helped me find this and fix the issue.
Cybek we have a request in our UX tracker to make smooth scroll settings more consistent and discoverable. Sadly, it's not publicly visible, but I added your feedback there. Thank you!
So disabling animated smooth scrolling did make the scrolling experience a lot better for me but I also see the option to change the duration and enable “Enable Windows High Precision Timer” sadly playing around with those options makes no difference to the experience.

I am using a Microsoft Surface Pro 9 and the Device Manager| Mice and other pointing devices just says ‘Surface HID Mouse’ similarly the Device Manager|Human Interface Device just says ‘Surface HID Touchpad’ . Is there any specific piece of information that you are looking for. Here is my laptop info:
And by the way most of the apps do scroll well but once in a while I will notice the kind of fast scrolling that IntelliJ displayed but not always.
