Console and Scratch Scoped to Project

Is it possible to restrict console and scratch files to the loaded project?

I currently have 35 console files across maybe 10-15 projects. While this is probably useful for many people, I find it odd that consoles and scratches exist outside of a project, yet they are displayed as part of the project tree. 

I would prefer that list of console files be restricted to only those created as part of the loaded project.
