Can't get Terminal prompt in IDE to come up.

I can not seem to be able to get Terminal to run and give me a prompt.. 
i tried powershell, cmd.exe, bash.exe... nothing works.. i can not seem to be able to get a prompt in terminal..
This is in webstorm and PyCharm IDE's both have been reinstalled,

“Do you want to terminate the process 'Terminal Local'.” everytime i try to open one
 

Please help
