AI is always off after restart

Hi,
when I quit IntelliJi and restart it, i get this banner for a short time over the AI panel
When i try to click one of the blue links the banner disappears but nothing else happens. I can then start the AI and all works fine.
But why I need to start the AI every time when I switch a project or restart IntelliJi
Is this the way it meant to be?
