Error using quotation marks in the editor

Good Morning,

In recent days I present a drawback in the editor PhpStorm, and that has stopped working key double and single quotes ( "), the strange thing is that the keys work in other IDE or installed software.

Not if I set something different or that could happen.

My OS is ubuntu 16
