intellij-community fails to package, cannot find module 'layoutlib-resources'

I am experiencing that IJ CE fails to package, at least as of f16aa52d

I have a Travis CI build demonstrating that this isn't a problem on my machine. This failure has been there for several days, and this kind of CE build failure has been happening quite a bit over the past few weeks. Is the build system in flux and/or does TeamCity for IJCE not run anymore?
