Changelog

It appears it has been asked before (https://intellij-support.jetbrains.com/hc/en-us/community/posts/206359499-changelog, and https://intellij-support.jetbrains.com/hc/en-us/community/posts/206000289-plugin-changelog) but not really answered. Can you start publishing a changelog for every release? Even a set of issue numbers or notes on the release in GitHub would be nice. For instance, the just released (https://github.com/JetBrains/intellij-scala/releases/tag/2016.3.5) version has almost 250 commits and I have a hard time knowing what changed. This is important for rolling out updates for teams.

We have these pages now:

They may miss something, because they are generated automatically by specific markers in commit messages, which are not always present. Also, for major features it's better to check our blog.

The main gist of my comment was to encourage instituting rules around a changelog. I am aware of the current shortcomings. Why not attempt to fix those so users can have a legitimate changelog henceforth?
