Network unreachable error

I'm trying PyCharm Build #PY-97.31 and I'm having the following error when I click to "Open Plugin Manager":

List of plugins was not loaded: Network is unreachable

I think this error also is causing that I can't connect to debugger nor access my external svn repos.

I'm running PyCharm under Debian Squeeze.
