Suggestion: rockscroll/metalscroll alike scrollbar

There is a third-party plugin for IntelliJ IDEA that provides this functionality;

it doesn't currently work in PyCharm but it can be updated for compatibility.

We think that it's best to leave this as a third-party plugin and not as

a core product feature.

dont you think it would be great to have such a feature in pycharm?
