Reformat does not make PEP-8 force compliance

When I use the key binding to Reformat Code PEP-8 warnings are not fixed.  When I use Show Intention Actions on a PEP-8 warning all PEP-8 warnings are fixed.  How do you force Reformat Code to make your file PEP-8 compliant?

Reformat Code uses your code style settings. You could tune it via File->Settings->Code Style.
