Remote Interpreter -- "Python packaging tool 'pip' not found."

I set up a remote interpreter, which seemed to go OK except at the bottom of the Packages pane there was a note: "Python packaging tool 'pip' not found."

This is peculiar, as not only is pip installed, but it is available on the path when you log in to the remote environment (given the userid/keypair combo I specified). It's settings are set in the environment variable PIP_CONFIG_FILE, which is a pip-supported mechanism.

Any ideas for what is going on here?
