What support is there for PyQt

Here it says that PyCharm supports PyQt:

Desktop development support with wxPython, PyQt, PyGTK

What do you mean support with PyQt? Is there a gui editor that I haven't found? What features are in PyCharm that aren't the same with any other python library?

This might be a bit of a noob question but I was expecting to get a Gui editor like the java one in eclipse.
