Tools->IDE Scripting Console - what is that?

When I select that menu item, it gives me a list of languages, one of which is AppleScript. What I was hoping is that I could get some basic information about the project I'm editing in an AppleScript (like the project name). There is no AppleScript terminology for the PyCharm app, so that's not going to help.

In fact, a more general question: what the heck is that menu item? I find no documentation about what it is/does.
