Anna, thank you very much for your response. I wanted to chip in as on my Ubuntu 18.04 with CLion 2018.2.6 the default shortcut did not work. Even though in Settings -> Keymap -> Editor Actions -> Toggle Case it was set to Ctrl+Shift+U. I am guessing it is a conflict with an OS option or something. Anyway, to solve this I added another shortcut: Alt + U. This one works for me.
Ctrl+Shift+U is a default shortcut for Keyboard input method system inside Language Support in Ubuntu. Just set it to none and then restart your system.

Please use ⇧⌘U on OS X and Ctrl+Shift+U on Linux/Windows. Also there are some useful tips in CLion web help: https://www.jetbrains.com/clion/help/toggling-case.html.
