Git > Annotate no longer available in IJ EAP 2016.3

I recently updated to a new IJ 2016.3 EAP:

IntelliJ IDEA (Community Edition) 2016.3 EAP
Build #IC-163.6957.12, built on October 25, 2016
JRE: 1.8.0_40-b26 amd64
JVM: Java HotSpot(TM) 64-Bit Server VM by Oracle Corporation

As of this release, the file-specific menu item "Git > Annotate" is no longer available.  Was this removed deliberately?  Or is this a bug?
