Terminal settings update (Shell path) lost across restart. Version: 2016.3

I found this issue after I updated to the latest Version 2016.3. it always use the windows "cmd.exe" as my default terminal. and the text box above displays as grey color. do know why.

when i updated to using bash.exe of git bash. it works at current running.

but if i restart web storm it goes back to cmd.exe. it's a bit annoying.
