Rearrange Run pane to take full width

I'm running Pycharm 2016.2.3 in both my desktop and my laptop. But on my laptop the bottom pane stopped being full width and now it is left of the (now full height) Project pane.

I want both to look like the deskop. I checked the Right click menu options (on Run pane and Project pane) on both computers and they are the same. Option to Resize -> Stretch to left/right are disabled on both.

Both panes on both computers are pinned and docked.

How can I modify this setting?
