IDEA don't show external java documentation

I have IDEA 2016.3 installed on Windows, java SE documentation unzipped to docs folder inside jdk folder, in Project Structure->SDK I have correct Documentation path to that folder. But I have only Quick docs works, but there is no item "View -> External documentation" in main menu, corresponding button in quick docs is unavailable, and shift+F1 do nothing. What's wrong with it?
